The 2026 Energy Efficiency Act introduces strict requirements for server rooms and data centers operating in Germany. New installations must reach a PUE of 1.2, while existing environments must move toward 1.5 by 2027 and 1.3 by 2030. These values are difficult to achieve with traditional room‑based cooling, especially in small and medium‑sized IT environments where airflow paths are inconsistent and cooling losses are high. The regulation also requires operators to validate an energy management system, document consumption data and prepare for annual reporting. This makes water cooling the only realistic path for many operators to meet the ERF requirement.
